Australia remains a top destination for international students, offering world-class education and vibrant cultural experiences. In a positive development, the Australian Government has recently updated the English language requirements for the Subclass 500 Student Visa, aiming to streamline access for eligible applicants.
As of 24 May 2025, certain students applying through approved pathway programs may benefit from reduced English language proficiency thresholds. Additionally, the number of recognised courses and universities has been expanded.
The Subclass 500 Student Visa allows international students to enrol in full-time study at a recognised Australian educational institution. A key component of this visa is the requirement to demonstrate English language proficiency through an approved test.
Accepted English Language Tests
Applicants may demonstrate English language ability by completing one of the following standardised tests:
- IELTS (International English Language Testing System)
- TOEFL iBT (Test of English as a Foreign Language – Internet-Based Test)
- PTE Academic (Pearson Test of English)
- Cambridge English: C1 Advanced
These assessments evaluate skills across the four core components: reading, writing, listening, and speaking.
Below is a summary of the changes and what they may mean for prospective student visa applicants.
Key Changes Effective 24 May 2025
-
Expansion of Approved Pathway Programs
The number of approved English pathway courses has increased from 155 to 166, enhancing access for students pursuing a range of academic disciplines including:
- Business and commerce
- Engineering and information technology
- Health sciences
- Communications and design
These courses are delivered by reputable education providers such as:
- Monash University
- Griffith University
- Curtin University
- The University of Adelaide
- Deakin University, among others.
Pathway programs are structured to assist students who may not meet the direct entry requirements for undergraduate or postgraduate study, offering foundational support and academic preparation.
-
Clarification of Terminology
In the updated legislative instrument (LIN 25/027), references to the education provider have been revised to “Destination University”. This term more accurately reflects the institution at which the student will ultimately enrol following completion of the pathway program.
-
University Merger Reflected
The recent merger between the University of South Australia and the University of Adelaide, now operating as Adelaide University, has been formally acknowledged in the legislative update. As a result, 21 course listings have been amended to reflect this change.
What This Means for Student Visa Applicants
From 24 May 2025, eligible applicants may qualify for reduced English language score requirements if they meet the following criteria:
- Lodging a Subclass 500 Student Visa application on or after 24 May 2025
- Enrolling in one of the 166 approved pathway programs listed in Schedule 2 of LIN 25/027
- Meeting the updated English test scores outlined in Schedule 1 of LIN 24/022
⚠️ Important: All applicants must still complete a valid English test. The update only lowers the required minimum scores for qualifying students.
Course Selection and Oversight
The list of approved programs and providers was reviewed in consultation with:
- The Education Visa Consultative Committee (EVCC)
- The Department of Education
- ASQA (Australian Skills Quality Authority)
- TEQSA (Tertiary Education Quality and Standards Agency)
This review resulted in the addition of 11 new courses and updates to 21 existing listings.
Why This Matters
These updates demonstrate the Australian Government’s ongoing commitment to ensuring visa integrity while also fostering genuine student pathways. The changes are particularly beneficial for international students who:
- Are academically qualified but do not meet standard English requirements
- Seek structured support through foundational or diploma-level study
- Intend to transition into full degree programs at leading Australian universities
