Parent Visa Application Changes 2026: Online Lodgement Now Available for Key Subclasses

From 22 April 2026, the Australian Government has introduced changes to how Parent visa applications are lodged under the Migration (Arrangements for Parent Visa Applications) Instrument 2026. 

 

This is not a change to visa eligibility.
It is a change to how your application is submitted, and getting this wrong can lead to delays or complications. 

For families planning to bring their parents to Australia, understanding these changes is essential to ensure applications are lodged correctly and without unnecessary setbacks. 

 

The Key Update 

Selected Parent visa subclasses can now be lodged online: 

  • Parent (Migrant) (Subclass 103 – Class AX)  
  • Aged Parent (Subclass 804 – Class BP)  
  • Contributory Parent (Subclass 143 – Class CA)  
  • Contributory Aged Parent (Subclass 864 – Class DG)  

These applications can now be made through an internet application (Form 47PA online), with paper lodgement only available in limited circumstances. This change is designed to streamline processing, reduce delays, and remove the need for postal or courier submissions. 

 

 

Important: Some Visas Remain Paper-Based 

Not all Parent visa subclasses are included in this change. 

Applications for the following visas must still be lodged by paper (post or courier only): 

  • Contributory Parent (Temporary) (Subclass 173)  
  • Contributory Aged Parent (Temporary) (Subclass 884)  

There is currently no online option available for these visas under the new instrument, which means applicants must continue to follow traditional lodgement processes. 

 

Transitional Rules: Timing Matters 

The new arrangements apply to applications made on or after 22 April 2026. However, transitional provisions introduce an important distinction. 

If an application was posted or couriered before 22 April 2026, but received after that date, the previous lodgement rules may still apply. 

This creates a critical timing issue, where the date an application is sent and the date it is received can affect how it is processed. 

 

What This Means for Parent Visa Applicants 

Parent visa applications are already complex and time-intensive. These changes introduce a more nuanced lodgement framework, requiring applicants to confirm whether their visa allows online or paper lodgement, ensure they are using the correct form and submission method, and be mindful of timing, particularly if the application is being prepared close to the commencement date. 

Even minor errors at this stage can result in delays or administrative complications in what is already a lengthy visa process. 

 

A System Moving Toward Digital But Not Fully There Yet 

Although these updates do not change the substantive requirements for Parent visas, they reflect a broader shift toward a digitised migration system in Australia, where more visa categories are expected to transition online over time. 

While this move is intended to improve efficiency and reduce processing friction, the system currently remains partially hybrid, requiring applicants to navigate both digital and paper-based pathways depending on their visa type.
